Foreign tax credit in sweden for shares and usa for bank investment

I have 2 foreign tax credit and foreign tax paid one portion is due to shares from sweden and bank investment foreign incomE and tax paid it doesnt allow to submit my return in quebec due to that.

also for the foreign income due to shares it only provides me half the foreign tax paid amount? It always calculated at 100% in the past.
